Rachel Portnoy

Rachel Portnoy, LMSW is the Guardianship Court Investigator for Harris County Probate Court 3 as well as the Probate Court’s social work field instructor. Prior to her work with the court, Ms. Portnoy was the faith based and community engagement manager at Adult Protective Services for 15 years.  She received her bachelors and masters in social work from the University of Texas at Austin.

Ms. Portnoy’s  years of experience with APS and the guardianship program give her first hand knowledge and expertise on issues of elder mistreatment and financial exploitation.  She has created and facilitated numerous multi disciplinary teams tasked with collaborating community efforts to bring awareness to, prevent, and alleviate abuse, neglect, and exploitation in Texas communities.
